Thank You

A very big Thank You to Lea Kroll for organizing the hotel and meals for the AGM.  The hotel was very accommodating and comfortable and the meals were great.  Think we will need to do some serious walking to work off the pounds.  It was a really successful meeting with lots of time to visit.  The after meeting socializing was great fun!

NOTICE: USDA Scheduled to Partially Reopen the Miami Animal Import Center

USDA’s Animal and Plant Health Inspection Service (APHIS) will partially reopen the Miami Animal Import Center’s (MAIC) horse quarantine facility on March 11, 2019, after completing a thorough cleaning and disinfection. On January 19, 2019, the facility was closed to new arrivals, after a handful of horses quarantined at the facility became sick.

At the time, veterinary experts suspected salmonella as the cause of illness, however, subsequent testing has not identified any causative disease agent present in the Center. APHIS officials took more than 180 environmental samples at the facility and all were negative for salmonella. In addition, they tested the affected animals for a variety of diseases, such as E. coli, Equine Influenza, Equine Herpesvirus, Aeromonas caviae, Torovirus, Coronavirus, Lawsonia intracellularis, Neorickettsia risticii, and Clostridium ssp and toxins. This testing has not pin pointed the cause of illness.

In total, eight horses quarantined at the MAIC became sick between December 17, 2018, and January 25, 2019, and all eight showed signs of lameness and received immediate medical treatment. Four of the horses died and the other four recovered. On January 16, 2019, APHIS announced the temporary closure of the MAIC as a precautionary measure, but horses under quarantine were allowed to complete their stay at the facility.

Beginning, March 11, 2019, the MAIC will reopen three horse bays with a total of 36 stalls to provide quarantine services. The remaining four horse bays, with a total of 48 stalls, will remain closed while the flooring is replaced. The MAIC has a long history of safely quarantining imported horses upon arrival in the United States. APHIS’ number one priority is the horses’ health.

The MAIC also has a separate quarantine area for birds. While no birds became sick, out of an abundance of caution, APHIS made the decision to close the avian quarantine facility for thorough cleaning and disinfection. The avian portion of the quarantine facility is expected to reopen in late March.

HEALTH ALERT: Positive Case of Equine Infectious Anemia Confirmed in Alberta

HEALTH ALERT:
POSITIVE CASE OF EQUINE INFECTIOUS ANEMIA CONFIRMED IN ALBERTA

An Equine Infectious Anemia (EIA)-affected premises has been identified in the province of Alberta. Please note that the following information is in addition to what the Canadian Food Inspection Agency (CFIA) already communicates to stakeholders which includes:

  • Notification to the relevant provincial veterinary service of any newly affected premises
  • Monthly Federally Reportable Disease updates on the CFIA website (10th of each month), which includes the number of affected premises as well as individual animal cases
  • Communications with the owners or persons directly involved in the case, as outlined in the current EIA program policy

On Feb. 6, 2019, a positive EIA result was confirmed by the CFIA’s national reference laboratory for a horse located on a premises in Red Deer County, AB. The horse had been sampled by the CFIA to comply with export conditions and no clinical signs of the disease were reported at the time of sampling.

A CFIA investigation is underway and as per program policy, a quarantine has been placed on the infected animal and its on-premises contact animals. Initial reports indicate that there are several equines on the premises. The quarantine will remain until all disease response activities have been completed, including follow-up testing and ordering the destruction of positive cases.

Trace-out activities may require the CFIA to undertake actions at additional premises as outlined in the current program policy.

Distress Liquidation of Purebred Registered Welsh Cobs

Due to very recent and unexpected, serious medical diagnosis.

It has become imperative to put up ponies for sale as soon as possible.

They have been to trainers in the past, but have not moved on despite past advertising on pony sites. High training fees and higher hay costs are and have not been conducive.

Proposed Amendment To The Constitution – 2016

PROPOSED AMENDMENT #3
ARTICLE 19 RULES OF ELIGIBILITY
Be it resolved that Section 6 (g), which reads:
(g) That every fortieth (40th) foal registered shall be selected for random DNA testing to verify parentage and that the recorded owner(s) of the stallion, mare and foal shall agree to permit such DNA genotyping for parentage verification of their animals. Failure of an owner to comply with this regulation shall automatically place the Certificate of Registration for this foal under suspension. The DNA genotyping for parentage verification shall be at the Society’s expense and the Society and Canadian Livestock Records Corporation shall keep the records, with a copy to the recorded owner(s).

BE DELETED AND REPLACED WITH:
(g) As a condition of registration, the results of DNA Parentage Verification for all foals must be on file with Canadian Livestock Records Corporation.

RATIONALE:
The value of DNA and eventually having all Welsh Ponies and Cobs DNA’d, has been discussed for years. That goal will be accomplished with all foals being DNA’d prior to registration. With all foals being DNA’d, there is no longer a need for every 40th foal to be DNA’d.

Proposed Amendment To The Constitution – 2016

PROPOSED AMENDMENT #2
ARTICLE 19 – RULES OF ELIGIBILITY
Be it resolved that Section 6 (e), which reads:
(e) Foals shall not be registered unless the stallion service report is on file at the Canadian Livestock Records Corporation, Ottawa, without the approval of the Board of Directors.

BE AMENDED TO READ:
(e) Foals shall not be registered unless the stallion service report is on file at the Canadian Livestock Records Corporation, Ottawa. In the event the report is not available, the Board of Directors may approve the registration.

RATIONALE:
“…without the approval of the Board of Directors.” strongly suggests that the Board has a direct role in registrations, which is not permissible, therefore this has been removed and a new sentence added.

Section A and Section B ponies registered in the Welsh Pony & Cob Society of Australia Stud Book will be accepted provided they are directly descended in all lines of pedigree from ponies registered in the Stud Book of the Welsh Pony & Cob Society (Great Britain). Section C and Section D Cobs will not be accepted. Imported Welsh ponies and Cobs shall be granted Canadian Registration only according to the Rules of Eligibility stated in Article 19 which are in effect at the time of the application for registration.

BE AMENDED AND REPLACED WITH:

RATIONALE:
The wording in the current section ( c) only allows for the registration of animals from Great Britain or USA. We have recently had animals imported from other countries that we are not able to accept.
The definition of I.A. and I.R., as provided by WPCS – Great Britain is as follows:
I.A. – is International Acceptable meaning that they go back to correctly exported animals however, either one or both the parents are registered with an overseas organization, but not with WPCS.

I.R. is International Register which means that both the parents are registered with the Society either as a Welsh mare/stallion or as an IA mare/stallion.
